My ex-partner and I divorced one year ago and are co-parents to 2 children 11 and 4 years old.

I have asked for the annual update of the parental-plan with the mediator (as stipulated in the divorce covenant) to review (1) access arrangements and (2) new development in children’s life (both of us have new partners) all of which she refused.

In discussion with her on the time period when our daughter of 4 years old can be left alone with her new partner (of whom I know nothing about, not even a name). She suggested after 5 months of first contact and will not consider the 1 year I suggested and insist she will go a head with her plans and do it after 5 months of first contact. Is this allowed without the permission of the other parent? What are my options?

Yes is is allowed when there is no underlaying agreement on the specific elements . The options you have negotiate with your ex spouse using the terms in the parental plan
