You can therefore demand the removal of the concrete blocks. I understand that you do not have any problem with the presence of the blocks. I do advise you to make good agreements with the neighbours (record permission to leave the blocks in writing), with a view to future owners. The future buyer of your home will then not be confronted with a possible prescription, and the buyer of the neighbours' home will not be confronted with a claim for the removal of the concrete blocks.
