How exactly the municipality is going to make this obligation enforceable, I cannot make out from your question. I think that in your purchase agreement and subsequently in the deed of transfer of ownership a (chain) clause / qualitative obligation is included, in which certain obligations are imposed on you in favor of the municipality. I find it unlikely that this would be regulated in a zoning plan alone.
