Assistance with AOW and SVB address issues

We, my partner and I, are registered at the home address of friends. We stay the summer months in our holiday home in the Netherlands, and spend the winter in Spain. Now that I have reached the AOW age and have to fill out the paperwork for this, the SVB is making things difficult about my home address. The SVB requires me to change my home address to a letter address (which is only valid for 3 months), and for my AOW benefit I have to report to an SVB office every 3 months as being homeless, what can I do about this. You are legally required to deregister with the municipality if you are going abroad for more than 8 months. However, it appears that not all municipalities are aware of this rule! Some municipalities use 6 months and others 12 months. As a result, the SVB cannot require this of you. If you wish, you may contact me directly.
