Nuisance from neighbors: your rights as a homeowner

We regularly smell weed use in our bedroom, living room, bathroom and garden, so in the entire house. Even woke up once in the night with a headache, and immediately I smoked weed smell in my bedroom. I have even told the neighbors several times I was told not to let this go near my windows/vents, but they listened to this and then just carried on. (They can be very mouthy) I have to close my windows/vents every time to keep the smell out. Even the other neighbors who live on the other side of them find this annoying and stinky. Have even tried to report this to the local police officer via the general police hotline, and he was on holiday at the time (it's been a year now) and he still has to contact us? We are homeowners and the tenants are, with all due respect, of Polish descent and rent the terraced house, which is also a homeowner's home from the homeowner who lives at number 1 of our block. Have already had contact there about other and previous tenants with annoying nuisance from howling dogs and until well after midnight, he said I'm just the owner and can't do anything, then he terminated the lease on those residents! and he blamed us for that. We don't care who and what other nationality lives next door to us. What are our rights now?Lawyer
Nuisance is a task that the landlord must resolve. Article 37 of Book 5 of the Dutch Civil Code is a key provision in the situation outlined above. The owner/tenant may not cause any nuisance to owners/tenants of other properties, such as by spreading noise, vibrations, stench, smoke or gases, by withholding light or air or by withdrawing support.'
