Legal Assistance with Quotation Problems

In order to carry out a repair, which is covered by the insurance, I first requested a quote. The amount was 2600 euros. In the meantime they have given additional work that was not covered by the insurance. I have agreed to this and have received an invoice for it. I also received an invoice for the repair work I had a quote for. The invoice amount is almost 40% higher. The contractor was aware of the insurance issue and also gave (verbal) approval to execute the amount in accordance with the quotation. In the meantime, it has not been indicated that it would be more expensive. I therefore do not agree with the invoice and have asked them to make a new invoice (with an explanation why). Am I within my rights and what can/should I do next?

I expect that this is an agreement to accept work. If the quoted price is a guideline price, then this may be increased by 10%. If the quoted price is a fixed price, then of course it may not be deviated from.
