Ir/Madam, We have a user agreement for a piece of municipal land. It states that it must be used as garden land. Paving is allowed. Building, asphalt or concrete is not allowed. Is it possible to apply for an exemption/permit to use the paved garden as a private parking space.

You are confusing public law with the right of ownership to determine what is and is not allowed on private land. The owner has the final say. If that owner is the municipality, and it systematically allows private land in your neighbourhood to be paved and then used as a parking lot; then you could perhaps do something about it by appealing to the principle of trust and the principle of legal certainty and proportional weighing of interests that apply to private law in this case.
