Legal Advice for Chalet Park Problems

Five years ago I bought a piece of land on a chalet park. However, we are no longer happy there, and there have been unpleasant events with the park manager. That is why we want to move our chalet to another park. Only selling the land to someone else is almost impossible because all prospective buyers are being led up the garden path by the park owner, and he does not want to buy it back either. Leaving it undeveloped (so without a chalet) is also not allowed, and I am still obliged to pay service charges. Can he continue to demand this? And can he be obliged to buy the land back?
