My question is about living pleasure. I have been living in my current home since June 2011, but since then I have also been living next to a lady who wants to make my life miserable with a lot of noise, but also accusing me and my son of facts that are not there. She accuses us all day long from about 10:00 until about 2/3 in the morning. She also calls us names for everything that is ugly, using the word 'cancer' in front of it. I have been working with the housing association for 4 years to bring this to their attention, until recently without any effect. I have kept diaries and sent sound recordings. Without effect. So I have not had any living pleasure for almost 5 years. In the summer I cannot sit in the garden. I have to flee my house to find peace. My daughter can no longer sleep at home because she cannot sleep. My son and I regularly lie awake because of the noise or are woken up by it. I report this to the police almost daily, who sometimes come and sometimes not. My specific question is whether I can expect compensation from the housing association. I pay 745 euros per month for little to no living pleasure...

Your landlord has a duty to provide you with living comfort. If you experience nuisance, you can address the landlord, as you have already done. It does not matter whether you rent from a private individual or a housing association. As long as the nuisance continues and the landlord does nothing about it while you have requested this (in writing, so demonstrably), you can ask the judge or the rent assessment committee to pay less rent. Because you still enjoy living there, but less, you may not stop paying rent completely. Nor may you pay less yourself without permission.
