Assistance with registration and requesting a postal address

A 52-year-old woman with a hernia and on morphine and oxycodone, no money, no shelter, gets no help and is sent from pillar to post. She is registered at an address but has been evicted. It turned out that the young lady who rented there had sublet her against the rules. She now wants to register in another municipality and is told that she must first deregister from the other address. She goes all the way back to deregister and is told that this is not possible because she must first have a registration address from the municipality where she wants to settle.... So, homeless people do not help her either. What should she do?Lawyer

Thank you for your prompt response. The lady had indeed registered in Amstelveen. She is still registered at that address, although she does not live there and is not allowed to do so by the landlord and new tenants. The previous tenant had registered her there and sublet a room to her. The landlord did not allow this and she was evicted. So she went to The Hague where she at least has an acquaintance who can offer her temporary shelter. She did indeed go to the Home and Homeless counter at the municipality to get a letter/postal address. She was refused this because she is still registered in Amsterveen and is therefore not considered 'at home/homeless'. The municipality of Amstelveen says that they cannot deregister her according to the law, because the lady does not yet have a new registration/letter address. The cat chasing it's tail situation. Aha, so she doesn't get a postal address because she can't unsubscribe. I wonder if this information provided by the municipality of Amsterdam is correct, because the temporary registration at a postal address means that the old, last known address will expire and the municipality of Amstelveen will have to implement that automatically. A tool for this could be the withdrawal of permission to live in the old rental house by the landlord there. Without permission, one is not allowed to live there and the address must be deleted.Neem de volgende stap
