The library in the Brabant village A has quite a few members from the neighbouring village B, which is part of another municipality. The municipality of this neighbouring village B has stopped subsidising the regional library organisation, of which the library in village A is a part. That is why the library in A charges residents of B a higher rate than residents of A. However, the umbrella library is a foundation (ANBI) and therefore not a municipal institution. My question is: is this allowed? Or is it discrimination based on origin?
