The neighbor's contractor has indicated that he'll have to carry out work on our roof and that there needs to be at least 90 centimeters of working space along the property line, along the entire depth of the house. This isn't currently the case because the solar panels are located there. They're mounted on a solar ramp, which can't simply be moved aside. Therefore, they'll have to be temporarily relocated or removed from the roof. We've also indicated that this is permissible if necessary.  \nWe assumed the neighbor's contractor would do this or hire a qualified subcontractor. However, he refused because he lacked the necessary expertise and insurance.\n Now it turns out that our neighbors expect us to arrange all of this for them and also pay the costs for moving and replacing the solar panels.\n We did request a quote for them from our panel supplier, which cost over €1,000.\n We argue that the costs arise from their renovation and should therefore be borne by the \"renovators,\" not the panel owners. Compensation for the use of the roof as a workshop and for lost income due to the panels being temporarily out of service would be appropriate. We're curious about the legal implications of this. Who should foot the bill?\n \nThe neighbors believe the panels require a permit and are trying to blackmail us with it. The panels are positioned against the property line on a flat roof, but are completely on our roof, and only as far from the eaves as the installation is high, thus complying with all regulations. They argue that the property line is also a eaves and that the panels should therefore be moved. They have submitted this to the environmental agency. However, your neighbors do have the right to carry out work on your property if necessary.
