Hours charged in student debt - repayment scheme

At the moment I have a student loan with my employer for a course I followed. The tuition fees, study books and training are added to my student loan. But also the study hours I received from my employer are included in this. The following passage is included in the staff guide (and study agreement): In a similar manner, the study days and/or college days and/or travel expenses received must be settled and/or reimbursed. In all signed documents nothing is mentioned about the rate for which the study hours are recorded. The rate used is the gross salary with a 60% surcharge. Is this allowed? I have never heard this beforehand and was not aware of this, I assumed that this would simply be at gross salary.
