Child can no longer leave holiday country

My sister is on holiday to Brazil with her son (15 years old). He has Dutch and Brazilian nationality. There has been no contact with his father (he is Brazilian) for quite some time. The suspicion now exists that her son is not allowed to leave the country without his father's permission. In the meantime, we are looking up the birth certificate to at least be able to email it to her. We also requested the birth certificate using DigiD, but this may not be in time. Are there any other ways to prove that her son is resident in the Netherlands and therefore 'simply' allowed to leave the country? How can a child with dual nationality leave the country without the father's permission?
