Effectuate possible liability for damages suffered?

I fell with my racing bike. This happened on a deserted polder road in the outskirts of Haarlem, in a place where nothing obstructed the normal view. I was cycling on the right side of the road at a point where the road makes a gentle bend to the right. To the left of the road a wide verge as a separation with the passing A9 and to the right a narrow verge and next to it a ditch and meadow. An oncoming car took this gentle bend on the left side of the road in front of him (he took the inside bend, so to speak) and left me no space. I could choose between the hood, verge or ditch and in a reflex I could steer into the verge. Unfortunately I could not prevent a fall with damage to my bike and body as a result. The driver stopped and did take care of my situation with, among other things, the statement; 'I didn't see you at all'. He did not want to fill out a claim form because he believed that this was not appropriate since we had not hit each other. He did promise to submit the damage to his insurer for compensation. In good faith, after exchanging information, I cycled home with pain in my body and described the incident in an email to the motorist. In a later email, after estimating the repair costs of my (expensive) racing bike, I sent this valuation from the brand dealer to the motorist. I then received a reply email with a distortion of the actual event from his side, which also contradicted his statements made at the time and on the spot of the incident and he denied all liability. Leaving me in amazement about this unexpected turn of events that shows low morals. What options are left for me? I thought about reporting it to the police, but today's telephone consultation with the police shows that this is not a feasible route. As a private individual on a bicycle, I do not have legal expenses insurance. Can I still claim the damage from motorist's third-party insurance (his third-party part of car insurance) and if so, how do I get his insurance details, which he will not voluntarily want to share. The registration number and personal details are known. Is there another scenario that can be recommended from your expertise, besides the route I have outlined? Damage to body is repaired, but still too short to speak of full recovery.
