Reclaiming wrongly paid property tax and sewage tax paid by tenant to landlord

Good day, I have been renting an apartment from the landlord since 2008. The municipality of Medemblik has already made it clear to me that this is not allowed at all and that the landlord must pay the sewerage tax and property tax in full himself. I pay an additional 23 euros on top of the basic rent for property tax and sewerage and I have that in black and white. I also have an (old) rental contract stating that the landlord must pay that himself. Now my question is, can I reclaim/demand those unjustified payments?! And how many years back. And do you perhaps have an email address for me where I can show that to you? I can't find an email address at the housing association and not at the Legal Desk either. The Rent Assessment Committee doesn't know either and they can only give advice. Can you help me further or answer my question or tell me where I can go?
