Obliged to offer deferral of payment or installments?

Is a company obliged to offer a one-off deferral of payment or the option to pay in installments? The company let a parking action go on for too long, which is why my invoice with the company is now very high. I have asked both companies if it is possible to pay in 2/3 parts or if the final payment term can be extended? They offer no possibility here and they do not accommodate me. I find this very bad. I would like advice on this.
