Macbook never received

Purchased Macbook on 08/10/2023, never received, money never received back. So no PC and no money. Tried to contact several times by email and telephone. Received an answer by email in December 2023; annoying situation, money back within three days, unfortunately never heard or received anything again. What steps could we take in this regard?
