If an expert determines that there is a defect\/problem, I advise you to demand from the tenant by registered letter that he remedies the problem or has it remedied within a reasonable period (depending on what needs to be done) and if the landlord does not do so, you can therefore, as a means of pressure, not pay part of the rent due until he takes the necessary measures to remedy the problem.
