Bike-accident in the Netherlands?

I had a small bike-bikeaccident in the Netherlands. I need legal advise. A few months ago I had a bike-bike accident in the Netherlands. It wasn't a big accident, but the other part is asking for immaterial damage. By the time the accident happened, I was just a tourist in the Netherlands and I didn't have insurance. I'm trying to end the case in a friendly matter, but I am not in the Netherlands. I'd like to take some advice about how to proceed.
