Using a hairdresser's voucher: Are you entitled to shampoo?

I won a €10 hairdressing voucher. The voucher says "the value of this gift voucher can be spent on all products and services offered by the hairdresser in question." Now I want to use the voucher to buy something like shampoo, but the salon refuses it. Is this allowed? According to the salon, I can only redeem the voucher for a haircut, but not for shampoo. In my opinion this should have been explicitly stated. My question: Can I use the voucher to purchase shampoo, for example?

I won the voucher in December 2012. It's written in pen on the voucher that it's valid for one year, but there's no date entered. It also states that the voucher can only be used at the hair salon listed on the voucher, which is where I went.
