So how can I claim it retroactively? I called the tax authorities, but they're having too much trouble explaining this to me. They keep referring me to their website, saying it's not possible after April 1st. And they're very reluctant to give any information about the retroactive application.

Forget the delay story for a moment. When you log in with DigiD, you'll see "I want to apply for healthcare allowance" on the right. Enter the date and time from January 1, 2012. A comment will be added, as well as a reference to September 1, 2013. You can simply complete the form and click "Apply."
