Assistance with Legal Questions about Negative Decisions

Hello, I completed a university of applied sciences program with a thesis. Everything was approved, except for participation credits from the second year, for which I submitted a doctor's note and an agreement with a member of the examination board that I would receive these credits once I had received all other credits (i.e., the rest of the program). Now this person has left the university, and this agreement suddenly no longer exists? So I'm not getting the participation credits, and that's all that stands between me and my diploma? Is this justified?

Dear questioner, That seems to me to be contrary to general principles of administrative law: don't you have this agreement in writing somewhere? Is there perhaps a witness who can confirm the agreement? If you are not allowed to complete the exam, it is a negative decision: there may be a legal solution to your problem.
