Legal assistance with fines and bailiffs

I got a fine a few months ago from a year and a half ago and I don't know anything about it but now I had a bailiff and the amount has been increased by 200 euros. I am still a minor myself so my question was whether they are entitled to this?

The question is when you received the actual fine. Normally you can file an objection within a certain period. If you have not done so, the fine is 'irrevocable'. This means that it is fixed and that you must pay it. If you then do not pay it, it may indeed happen that a bailiff is called in.
