Caretaker Regulations: What Now?

My boyfriend lives as a caretaker in a fairly large building that serves as an ASL educational facility. This means there's no supervision during evenings and weekends. He also does minor maintenance on the building. He's registered as a caretaker by the municipality. But now a municipal official is coming by tomorrow to see if he's actually allowed to be a caretaker there. Does anyone know the regulations regarding TTO caretakers?
