Fines for hard shoulder: What to do?

On the afternoon of November 26th, I was driving on the A59 motorway. A traffic officer on a motorcycle instructed the driver to use the hard shoulder. After 50 to 100 cars had passed me, I decided to use the exit ramp and joined the car that was slowly leaving the highway via the hard shoulder. A few weeks later I suddenly received a fine of €367 on the doormat. How is that possible? Can an officer issue me a ticket for this amount without actually stopping me? Did all drivers who exited the highway via the hard shoulder also receive a ticket (easy money)? I strongly disagreed with the ticket, because the officer misjudged the situation and failed to consider the changing circumstances. The board, however, directed us to exit via the hard shoulder.
