Thanks for your answer! As a Dutch citizen, registered with one of the municipalities in the Netherlands, would you still be allowed to have an address in a country that is a member of the European Union, e.g. Germany? If this is not possible, why is this not possible?

You can have as many addresses as you want, as long as you have one main address. And that is where you must be reachable. The law calls that your 'main residence'. And the address of your main residence is important for the country of residence principle, mail, taxes, etc.
