In June I received a verbal commitment to obtain a permanent contract, I even received and signed the actual contract for this last Saturday... When I returned to work it turned out that due to unforeseen budget cuts all temporary contracts would not be extended... It is not clear to me at this point what this will mean for me... How strong will I be if it turns out that I will not receive a permanent contract after all?

Did you only receive and sign the contract or was the contract also signed by the employer? As soon as the contract has been signed by the employer and then also by you, you are of course in a strong position and the employer must come up with very good arguments to cancel the permanent contract afterwards. As soon as both parties have signed this, it comes into effect.
