Rights and privacy in computer crime

I was surfing the internet a bit today, when suddenly the screen goes white and a message appears from the police/municipality/government. That they have found movies in my files that I have downloaded (That is also true). And now my computer is blocked until I pay a fine of €100,- Here comes my question: Does the government have the right to snoop through my PERSONAL files WITHOUT my consent. Zonee: Then I want to start a lawsuit because this is really NOT possible. There are highly personal files in between, so it is actually an invasion of privacy. I know I am not allowed to download movies. But invasion of privacy IS NOT ALLOWED. Please provide more information about this as soon as possible.Lawyer
