Can a notary make an executor take an oath over an estate? Does an executor (one of the children) have to account for previous gifts (20 years ago) made by the parents who were both still alive at the time?

The executor of the will must indeed take an oath before the notary who draws up the estate inventory. Gifts from one or both parents that occurred before the date of death are not included in the inheritance.
