Request a copy of an employment contract from your former employer?

Hello, I want to request copies of my old employment contracts (January 2011 to October 2012) from my former employer. I no longer have these and need them to successfully apply for a Temporary Residence Permit for my wife at the IND. However, the former employer does not want to cooperate. Can the former employer just do this or do they have to provide the requested papers?

Your employer must keep payroll administration for at least 7 years.
