Tax assistance for expats in the Netherlands

Dear Legal Advice Centre, Somebody has made a fraud statement that makes tax office, www.taxdienst.nl, to deduct my bank account money for that person's vehicle tax in every month. I don't own any car/motorcycle or any vehicle except an old bicycle. It has started from the last month. I have already visited the bank, they can do only to repay my money back but can't help dealing with the tax office. I'm an Expat working in Eindhoven who can't speak Dutch. Please suggest me what should I do next?
