Landlord's Declaration: What you need to know

Dear lawyers, At the moment I am subletting an apartment. I would like to move to a new apartment. The new landlord is requesting a landlord statement. My sublandlord does not know whether he wants to provide this landlord's statement because he does not know what consequences this could have for him. Can you provide some clarity on this: What does a new landlord do with the landlord's declaration? For example, does he check who the owner of the property is in order to inform the old landlord about the subletting? Is my landlord (the sublessor) at risk of being held accountable for this?
