Legal Assistance with Health Insurance Questions

To whom it may concern, I am a second year student in the Netherlands. I recently received a fine for being 'uninsured' even though I had a private insurance that was valid from the 2013-09-01 until 2014-07-31 and valid in Europe and Russian Federation. This information is clearly stated in the health insurance itself. Also, I don't work in the Netherlands and never did. I tried contacting the Zorginstituut Nederland itself, but I think they did not read my email properly as their response was not what I expected. I also sent an email to the SVB and they told me to fill in a form and send it to the provided email address. I also attached my old insurance and enrollment proof to the same email. Unfortunately, I have not received any response from them yet.I do not know whom I should contact anymore and I am hoping you could help me with such matters.

Basically when you live in The Netherlands you are obliged to pay for Dutch health care insurance. Whether you have another insurance does not matter. Those are the rules in NL. You ask what to do now, now you haven't received a response to your appeal. How long ago did you file this appeal? Did you at least receive a confirmation that they will process the appeal?
