Help with Loss of Driving License by CBR

The public prosecutor imposed a justified fine and temporary driving ban on me. My BE driving licence was sent to the CBR. The CBR activated the ASP. Participation in this depends on a B-103 driving licence. I met the conditions and obtained a new driving licence. The alcohol lock was installed by the Drager company and I registered for the Trafieq programme. Then I had trouble with Drager twice: the lock indicated 'service required', Drager refused: nothing without the instruction CBR but CBR knew nothing. Fuss with Drager, service in the end. It also went wrong with Trafieq. I missed the first session and was deregistered. Of course because I had received the wrong driver's license. Trafieq informed me and CBR. CBR sends a letter on 26-9-'14 stating that the new driving license they issued was invalid on 26-8 '14. Had to return it and would receive a new Declaration of Suitability with which a new driving license can be applied for. After 2 weeks on 7-10, CBR reports by telephone that I can apply for a new driving license again, but does not send a declaration of suitability. In the meantime, the court in The Hague has declared the CBR/ASP procedure invalid and Minister Schulz has put this regulation on hold. In addition, I still do not have a driving license, which I desperately need as a lung patient. What is advisable now? Best regards.
