Legal help for postal address issues

Questioner

Hi, an acquaintance of mine has literally been on the street for 3 years. I myself had offered to at least receive his mail, but the municipality of Zaanstad objected, because he had to provide multiple residential addresses and the other 3 were in Amsterdam. However, he could not register there or apply for a postal address, the reasons are private. The application I had made for him was for 3 months so that he could arrange his Digi ID, health insurance debts, etc. But Zaanstad still thought that he should continue looking in Amsterdam. To date, he has no postal address and I know that there is a law that every municipality must help a Dutch resident of the Netherlands. I am the only one who can offer him a postal address in his circle of friends. And we also indicated that, but they still decided that he was not allowed to join for those 3 months. To date, he has no postal address, so no health insurance, nothing. He does have a job so he pays taxes. How is it possible that this young man is left to his fate as a born and bred Dutchman? I have a WWB myself so he sleeps here 3 days a week because more is not allowed. The rest with 1 other person now. I also do not want to register him with me because that was allowed of course, because he has a lot of debts. Plus I am very much on my own, I have a connective tissue disorder and also have a severe depression, so I like to be alone. Those 3 days are already too much for me but I will not let him on the street. What can he do now? I am the only person who can offer him a postal address. And it is only for 3 months so that he can get his life back in order, such as his own home, paying off debts, health insurance, etc.

Lawyer

I believe that the municipality may be wrong not to provide a postal address. However, without the file, the question cannot be answered properly. I advise your acquaintance to seek legal assistance. He may be eligible for subsidized legal aid. He can contact one of the lawyers on this website, a legal aid clinic or law clinic in his area or Het Juridisch Loket (0900 8020) or: http://www.juridischloket.nl/Pages/default.asp
