Legal Assistance When Employer Forces You to Give Up Hours

My employer has asked all employees (28) to voluntarily give up 2 hours per week. If we don't do this, there will be layoffs. Suppose I am (one of) the only ones who does not agree with this, can they force me?

As you yourself indicate, the employer can only ask for voluntary agreement to surrender hours. So if you, even if you are the only one, refuse, the employer cannot do anything about it.

Thanks for your answer! My boss tells me to make it mandatory. I could then challenge it in court, she says. Is there a chance I could win this then? Or would it not be worth the effort?

In a judge you win this because an employer can never force this. I cannot judge whether it is worth it. The relationship with your employer will undoubtedly not improve if you refuse.
