Question about roof terrace and cadastral boundary? Get free advice!

We are interested in a house with a roof terrace of 3mx3m. It now appears that the cadastral boundary runs over the roof terrace. The neighbours would therefore also be entitled to it. They have a blind wall on the roof terrace and have never had (or made) access to it. We have found out from a construction drawing that a previous owner of the house received permission for a door to the roof terrace in 1977 via a building permit. The roof terrace has therefore been used since 1977 only by the (over the years different) owners of the house in which we are interested. Does this mean that the ownership and the possibility of use of the roof terrace by the neighbours has now expired? We would love to hear from you.Lawyer
