Liability of residential construction for damage to contents

I have damage to the contents of my home due to sewer flooding. The housing corporation has solved the problem with the sewer. However, they have rejected my claim for damages for the damage to the contents (wet books, table and bed) because they 'cannot be held liable for damage to the contents'. Is that true?

This seems unreasonable to me. If it has been established that the housing association is liable for the damage resulting from a problem with the sewerage system that falls under their responsibility, then they are liable for it.
