Change of child's surname: Free legal advice

My (step)son, just 12 years old, wants to change his surname to the surname of his father, my husband. He currently has his mother's surname, which he is deeply unhappy with. Now €850,-- must be paid to Justis and it is still questionable whether the surname will be honored. If not, you lose the money. Father has given permission for change of surname and so has biological mother. Is there also a possibility that this can be arranged through the court and that my (step)son can hire a lawyer himself?Lawyer
It must indeed go through the Ministry of Justice (Justis), but if this agency decides not to agree to the change, you can file an objection with the court that applies to your place of residence. This court will then hold a hearing where you and the child can tell your story. The interests of the child will also be paramount.
