1. Can you tell me in which article of law it is stated that an employer is obliged to provide a final settlement (after termination of employment)? 2. My ex-employer sets a condition before he will pay the salary still owed transfer. I have to call first to receive an unpaid salary, while this is just a part of the contract. Can I see this as blackmail, extortion and/or threat? If so, which article of law does this fall under?

Final settlement: 1. the salary for the last month must be paid. This simply follows from the employment contract; 2. holiday allowance -> Article 17 of the Minimum Wage and Holiday Allowance Act; 3. vacation days -> article 7:641 of the Civil Code. In case of late payment, you can claim the statutory increase (max. 50%) and the statutory interest (3% per year) on all these amounts. I don't quite understand your second question.
