Building within property boundaries: Your legal options

I am in a 'discussion' with the municipality about building within the property boundary. The zoning plan indicates a minimum distance of 1 meter, while the online permit check, Wabo and Bor etc. contradict each other. Among other things, it talks about a maximum of 10 m2 within the boundary of 1 meter, unless the requirements are met. I want to build a garden house of approx. 28 m2 at approx. 60 cm. from the fence, but what are my options?

18.2.2 Outbuildings The following provisions apply to the construction of outbuildings: Outbuildings may be built both inside and outside the building area. Outbuildings must be built at a distance of at least 1.5 m behind the front facade line of the main building. The distance to the side plot boundary may not be less than 1 m, unless the outbuilding is built in the side plot boundary. This is what is stated in the zoning plan, it is not even discussed during the permit check. The outbuilding itself meets all requirements.
