Registering with parents: Consequences and risks

Dear legal aid office, I wonder what happens if someone registers with their parents and lives with their partner who has been allocated social housing through urgency. The registration with the parents would be because this would be more advantageous from a tax perspective. This is partly because the person in question has a residual debt from a sold home 'resolved' by means of an additional mortgage on the parents' home. I wonder if this is legal or if this is a form of fraud. I would like some information about this.

You may not be registered at another address than your home address. This can have very unpleasant consequences for that person, all persons. This is seen as address fraud, and also in the case of benefits this certainly has its unpleasant effects if they check and find an incorrect situation.
