Advice on disputes about fencing with landlord

We live in a corner house (private sector) and there is an alley next to our house. Our garden fence was placed 30 years ago by the landlord, during the new construction. All corner houses have/had the same fences. When we moved here 11 years ago, we were told that the garden fence would be replaced the following year, because it was already in bad condition. We have maintained the fence as well as possible, but on the outside the planks are so rotten that they just blow off and you can't even secure them anymore. So now there are also holes on the street side. On the inside we have attached salsify to keep everything together. Although we keep asking the landlord to replace the fence, they keep trying to get out of it and still nothing has happened. Two years ago we finally got them to ask 2 companies for quotes to replace the fence. These companies also came by to take measurements etc. We were then told that they, the landlord, would make a choice from the quotes. But unfortunately, they did not follow up on this. What can we do about this? Aren't they responsible for this?
