Ir/Madam, I work as a self-employed person and sell items via eBay and use Paypal as the payment method. Since last month I have a conflict with Paypal regarding the payment that was refunded due to a dispute opened by the customer. In short, I eventually did everything to prove that I did nothing wrong by filing a claim and I won the appeal myself at their 'problem resolution center' and showed all proof that I sent the items (with an official tracking number from the post), and the receipt shows that the customer received and signed for the products. So now the customer keeps both, the payment and the goods. It is a fraud even according to Paypal terms. I have tried everything to get my money back but all I get is an email from Paypal saying they asked the buyer to send the money back to me. That's it. They do not withdraw the amount from the buyer. So far I have not seen any payment from the customer and I don't think he will pay after all the disputes he opened. - My balance remains negative XXXX EUR - I can't use my Paypal account now because it is frozen due to a negative balance. - I can't do business with my customers and partners, have no income for 1 month because 90% of my business transactions are done through Paypal. -I have to keep paying my supplier since they sent the products. -I have to keep paying the commission fee to eBay where I have placed my stuff, otherwise they will block my account and activate collection. They see the transaction as completed, while I do not receive payment. I assume that Paypal has to account for and compensate my financial loss here, since they did not handle the case properly and sent the payment to the wrong party (who will probably commit fraud if they do not return my money) Here contact was made to all parties, (Paypal, EBay, Buyer) I am still waiting for the response. But I have read on various forums that similar cases happen often and many sellers are defrauded by buyers who abuse the so-called 'Buyer protection program'. and what is even worse, Paypal asks me via email to pay the negative balance as soon as possible, and threatens that they will call in a collection agency if I do not pay that amount. Shouldn't it be the other way around? That I demand them to return the payment from the customer to me because they made a wrong decision. What can I do?
