1 of our walls our house borders the garden of the neighbors and the neighbors drill holes in the wall without asking first. But is it allowed to drill in a wall that is not yours?

No, the neighbours are not allowed to drill holes in the property of the other. If they do, you must request them in writing to stop and to repair the damage within a reasonable period.
