Municipality and your IOAW benefit: What are your rights?

I have been receiving an IOAW benefit since the beginning of this year. During the unemployment period of almost three years (over 35 years of work experience) I have frequently applied for suitable vacancies, and also vacancies below my HBO level. It all came to nothing. Even now I continue to apply, although I have actually given up on ever finding a job that will make me happy. Now the municipality is calling me for an application training. As if I don't know how to apply for a job. What can the municipality demand of me and what not?
