My ex is delaying things so that he can stay in our shared home longer, which I am still paying for. My ex has previously applied for an extension of his right of residence. Does this apply from the moment of the divorce or from the moment of sale of the house?

This depends on what has been determined in the court or court order. In principle, your ex is obliged to pay half of the housing costs of the joint home. This is unless the court has determined otherwise in an order. You could also request that your ex pays you a user fee for his use of the home, as this means that you yourself cannot use the house that is also yours.
