ir/Madam Can we, as an association, hire a self-employed person to replace the lamps in the light poles? What about liability if something happens? Is this the responsibility of the self-employed person or can the association also be held liable?

I assume you are hiring a professional, in which case you may expect him/her to be aware of the risks, otherwise you should point them out. You can be held liable if you have made a mistake, for example you provide a stepladder that has a defect that causes an accident.
