I think there is more to your question than you are letting on here. I therefore think that my answer will not remove your question. The responsibility for executing a direct debit lies with four or five parties. Starting with you, you must give an authorization. The company must then offer a direct debit order to their bank, which then offers it to Equens, which then handles it with your bank. The responsibility then lies back with you to ensure that there are no blocks and sufficient balance on your bank account. If you are dealing with a substantively unjustified collection, then in principle the responsibility lies with the company for whom the collection is being made.
